CHAPTER 1 – Admitting of animals and flocks/herds to the export quarantine - I>

Step 1: Finding the holding

Type the number of the holding in which you would like the export quarantine to be established through the quick search to directly access the holding or to open the HOLDINGS menu.

Step 2: Access the holding

Search the holdings through the holding ID, name, location etc., or filter the holdings by selecting the type of the holding and by clicking on the holding of choice in the list.

Note: On how to search and filter holdings please consult the Holdings manual.

Step 3: Check the animals in the holding

All animals to be quarantined must enter the holding before the Export quarantine is established. Movement to the holding will be blocked for the duration of the Export Quarantine.

Note: On how to move animals with movement documents or throughout direct movement please consult the Movements manual.

Step 4: Check pending movements

Check if there are any pending movements to or from the holding. If there are, complete the transfers before establishing of the quarantine.

The system will block establishment of export quarantine if there are pending movements.



CHAPTER 2 – Establishing export quarantine through the target holding

Step 1: Access the quarantine tab

Open the OTHER section in the holding menu and select the QUARANTINE tab in order initiate the quarantine establishment.

Step 2: Opening of quarantine

In the screen you can see the history of previous quarantines established.

Click on the ADD button to establish a new quarantine.

Step 3: Entering of quarantine data

Enter the quarantine data:

  1. Select export quarantine;
  2. Select the start date;
  3. Select the end date;

⇒ SAVE.

Note: You can later change the end date, if the quarantine needs to be extended.

The holding is now declared as quarantine and direct incoming and outgoing movements are blocked.

Step 5: Movement of animals

Movement of animals out of the export quarantine using regular movement / movement document is possible.

Movement of animals to the holding with export quarantine is not possible.

Note the quarantine number for easy referencing in the future.



CHAPTER 3 – Closing of export quarantine and issuing of Export Certificate



Chapter 3.1 - Navigate to the export quarantine

Step 1: Navigate to the quarantine

Before the quarantine period has expired and latest on the LAST DAY of the quarantine the export certificate can be prepared.

Access the quarantine button shown on the screen.

TIP: You can also access the quarantine through the holding, in the same manner as described in the Chapter 2.

Step 2: Navigate to the quarantine

You can search for the exact number of the quarantine, or through the types of quarantine and their characteristics and once found, click on the quarantine entry to enter the record.



Chapter 3.2 - Preparing the Export certificate and closing of export quarantine

Step 1: Open the quarantine

You will navigate into the existing record of the export quarantine.

Step 2: Export Certificate

The duration of the quarantine can be extended on the last date of the quarantine. To do this access the QUARANTINE button and change the end date.

Step 3: Quarantined holding

To see the quarantined holdings click the HOLDING button.

Note: Multiple holdings are available for disease quarantines.

Step 4: Open an Export Certificate

To proceed with the export, select the EXPORT CERTIFICATION and press the ADD button to open a new export certificate.

Note: You can create multiple export certificates for the quarantine, depending on the number of animals quarantined and the transport arrangements.

Step 5: Fill in the export certificate

Add in the export certificate

  1. Destination of the export;
  2. Transit countries;
  3. Exit border point;
  4. Name of consignee/importer;
  5. Type of transport;
  6. Number of the transport equipment;
  7. Address of the consignee/importer;
  8. Export certificate number (NFA blank document to be printed on);
  9. Name of the exporter;
  10. Address of the exporter.

Step 6: Fill in the exit border point When you click the exit border point a list will open, allowing you to select the appropriate location.

TIP: Please note that the export certificate in the same time is a movement document from the holding of origin to the export border point.



Chapter 3.3 - Certifying the animals for export and printing the export certificate

Step 1: Certification of the animals

The export certificate can be finalized and printed only on the LAST DAY of the quarantine.

Navigate to the quarantine as shown in Sub-chapter 3.1, or through the holding, as described in Chapter 2.

Enter the quarantine record and open the Export certificate record by clicking on it.

Step 2:

Check the certificate data and adjust as needed.

Click the export certificate functionality if you would like to modify any of the destination, exporter and/or transit data.

Step 3: Confirming the activities on the animals

Click the ANIMAL ACTIVITY functionality and add information on any treatments done to the animals prior to the export, if required by the importing country.

Click the button ADD to add a new treatment.

Add the following information:

  1. Select the type of activity;
  2. Add the description;
  3. The duration of the status and
  4. Date when the activity has been completed.

Note: You can add multiple treatments as needed.

Step 4: Animal origin status confirmation

Select the ANIMAL ORIGIN functionality to add data about the disease status of the location of the animal’s origin.

Click the ADD button to add a new entry.

Add the following information:

  1. Select the type of confirmation (area or holding);
  2. Add the disease referred to;
  3. Add the duration of the disease status.

⇒ SAVE.

Note: You can add multiple locations as needed, if the animals originate from multiple places.

Step 5: Selecting the animals

Click the POTENTIAL ANIMALS functionality to get to the list of animals which have completed the quarantine.

Select the animals which will be loaded into the vehicle, described in the export certificate.

Select the ACTIONS button and click the MOVE to CERTIFICATE button.

The animals will be moved from the holding to the certificate i.e. the transport.

Step 6: Confirmation

The selected animals moved to the export certificate will be shown in the right screen, with status PENDING EXPORT.

The list of animals certified for export with more details is also available from the CERTIFIED ANIMALS button.

Step 7: Print the export certificate You can print the finalized Export Certificate from any section within the Export Certification, through the PRINT button.

TIP: Please note that the Export Certificate replaces a Movement Document for 24 hours, within which the transport should reach the border point.

Step 8: Check the Export Certificate

The data on the destination, exporter, etc. will be printed on the Export Certificate.

The data on the animals certified will be printed on the export certificate as shown in the example, as well as in the Annex 1 of the Export Certificate.

TIP: The added information on animal activities will be printed on the Export Certificate.



CHAPTER 4 – Exporting of animals (Border point – Customs officers only)

Step 1: Open the Export Certificate search

To access the Export Certificates, select the appropriate button on the main screen.

Note: The Export Certificate has total validity of 72 hours, within which the border agent should PROCESS them in the NAITS system to confirm the exit of the animals. Following to this deadline the certificate will be automatically canceled by the system and the animals will be returned to the holding of origin.

Step 2: Finding the Export Certificate

Search through the export certificates using the certificate number or other relevant information provided in the search menu.

Access the Export Certificate by clicking on it.

TIP: Check if the Export certificate has status 'VALID'.

Step 3: Checking the certified animals

Access the list of certified animals by clicking on the CERTIFIED ANIMALS functionality.

The Export Certificate can be printed as needed to be compared to the original accompanying the transport.

Step 4: Confirming the export

Select all of the certified animals and click on the EXPORT CERTIFIED ANIMALS button to confirm the export.

Any unselected animals certified for export will be returned to the holding of origin automatically.

Step 5: Status change

The animals in the system will be assigned with status EXPORTED and the certificate will receive status PROCESSED.


4.1 - Canceling export certificate

Step 1: Canceling the Export Certificate In case of irregularities you can CANCEL the Export Certificate through the CANCEL CERTIFICATE button

TIP: The animals from the canceled certificate will be returned in the system to the holding of origin.
